2025 North Dakota State Aviation System Plan and Aviation Economic Impact Study Complete
The North Dakota Aeronautics Commission (NDAC) and the Project Team are pleased to announce the completion of the 2025 North Dakota State Aviation System Plan (NDSASP) and Aviation Economic Impact Study (NDAEIS).
To conclude the study, NDAC and the Project Team hosted a series of public meetings in Bismarck, Minot, Grand Forks, and Fargo in late August to present key findings and recommendations. Each meeting included an overview of the study results followed by an opportunity for questions and discussion. A recording of the final presentation is available here: Final Presentation Webinar.
2025 NDAEIS Results
28,734 Jobs | $1.8B Payroll | $1.6B Value Added | $3.6B Economic Output
These findings highlight the total annual economic contributions of the 89 public-use
airports and broader aviation and aerospace industry in North Dakota.
Key Study Deliverables
A variety of resources have been developed to communicate the findings of the 2025 NDSASP and NDAEIS.
For a high-level overview of the study’s major findings, including statewide aviation economic impacts and estimated airport infrastructure needs over the next 10 years, review the Executive Summary and Statewide Fact Sheet.
For a comprehensive review of the study methodology, data collection efforts, analyses, and findings, see the Technical Report.
In addition to the statewide deliverables, the Project Team developed individual airport brochures for all 66 system airports. These brochures highlight each airport’s role, facilities, and economic contributions, providing airport sponsors and stakeholders with a valuable tool for community outreach and advocacy. Airport brochures are available on the Deliverables page.
Interactive Online Tools
The study also produced several web-based tools that allow users to explore airport data, system planning information, and economic impact findings in an interactive format.
2025 NDSASP and NDAEIS Story Maps: An interactive collection of maps, graphics, and narrative content covering key study topics, including airport infrastructure, aviation activity, economic impacts, system performance, and future investment needs.
System Airports Dashboard: An interactive mapping application that allows users to explore North Dakota’s system airports, filter facilities and services, review airport characteristics, and access related resources such as airport brochures, route maps, and directory information.
Part 77 Surfaces Planning Tool: A planning and educational tool that displays Part 77 airspace surfaces and associated elevation contours for every system airport. Users can explore the extent of Part 77 surfaces, estimate potential height limitations for future development, and better understand airspace considerations around airports. This tool is intended for planning and educational purposes only and does not replace formal FAA airspace review procedures.
Thank You
NDAC would like to thank airport sponsors, industry partners, stakeholders, elected officials, and members of the public whose participation and input helped shape the 2025 NDSASP and NDAEIS. The completed study provides a roadmap for the continued development of North Dakota’s aviation system while demonstrating the significant economic and community benefits generated by aviation throughout the state.
